Also known as the BATMAN Consortium, the Barangay Bayan Governance Consortium (BBGC) is a national network of NGOs and people’s organizations promoting participatory governance initiatives.
It pioneered the highly effective barangay development planning through participatory resource appraisal (BDP-PRA), municipal development planning and budgeting, and the Women in Governance (WIG) program that developed the “Bayi” awards.
