BAYI 2005

The first Bayi Citation was conferred by the IPG and the Barangay-Bayan Governance Consortium (BBGC) to ten exemplary women in politics and governance in March 2005.

 The first set of ten outstanding women was highly acclaimed by the media and the community of participatory good governance practitioners. No less than the revered woman leader, the late Haydee Yorac, said that she “had received so many awards but Bayi was special because it put her side by side with women who worked very hard and were largely unrecognized.”

Atty. Haydee Yorac, former COMELEC Commissioner and former Chairperson of the Presidential Commission on Good Government, for her track record in political and electoral reforms, the fight against graft and corruption, peace and search for truth and justice;

Rep. Loretta Ann P. Rosales, former AKBAYAN party-list Representative, for her consistency, vigor and progressive stance in the House of Representatives;

Hon. Emilia Boncodin, former Budget Secretary, for a career official with exceptional competence and dedication and for fiscal reforms;

Gov. Grace Padaca of Isabela, a former radio commentator who defeated a well-established political dynasty in her province when she ran and won as governor, for her remarkable courage and for instituting reforms in the provincial government and local politics;

Vice-Gov. Mimiette Bagulaya of Leyte, a true trailblazer not only in the field of governance but also in the realm of the family, for breaking barriers in order to serve in the government becoming the first woman mayor of Tacloban City and later, vice governor of Leyte province.

Ms. Angelina Ludovice-Katoh, Executive Director of ACORD; for her steadfast commitment to women and community organizing and for genuine peace and development in Mindanao.

Ms. Emmako Naldoza, Chairperson of the Confederation of Independent Unions, for her unwavering dedication to civil service and to the struggles of public sector unions;

Ms. Francisca Morada of Aurora, for breathing life to community organization and development, women and gender issues, agrarian and asset reform advocacies in the province of Aurora;

Hon. Doris Obeña of Catigbian, Bohol for her consistency and persistence in the enforcement of gender and development (GAD) budget of local government units;

Hon. Marlene Magayanes of Daraga, Albay for her sterling commitment to community and women’s organizations.
