2007 BAYI AWARDS

In 2007, IPG and the BBGC handed out the 2nd batch of Bayi Citations. The Search Committee was institutionalized and the selection criteria were improved.

 The stories and experiences of the Bayi awardees presented new leads and areas for further study in the continuing effort of the IPG to develop its concepts, approaches and interventions for advancing women’s political leadership.
 The experiences of awardees, especially those from the local governments, in developing and implementing alternative delivery systems for social services like health and education have opened up leads for further studies for possible replication in other BBGC areas.

Hon. Risa Hontiveros-Baraquel, Congressional Representative of Akbayan Partylist, was awarded the Bayi Citation for her remarkable transformative leadership style and actions.

Hon. Vilma Santos-Recto, Mayor of Lipa City, Batangas, is awarded the Bayi Citation for her remarkable transformative public management style and for her exemplary practice in participatory production and delivery of basic social services.

Hon. Erlinda Palloc-Cinco, Mayor of Lope de Vega, Northern Samar, is awarded the Bayi Citation for her outstanding achievements in participatory local governance and inclusive local development.

Hon. Myrna Schreurs, Mayor of Garcia-Hernandez, Bohol, is awarded the Bayi Citation for her breakthrough achievements in participatory governance and community-based sustainable agriculture.

Ms. Merlinda Lopes, Barangay Captain in Surallah, South Cotabato, is awarded the Bayi Citation for her breakthrough success as a progressive woman political leader and her rich contributions in the promotion and implementation of participatory and gender fair and responsive governance.

Engr. Irene Bringas is awarded the Bayi Citation for her breakthrough achievements in undercutting graft and corruption and in promoting good governance in Abra.

Dr. Amarylis Ng-Abcede, MD is awarded the Bayi Citation for her unyielding crusade and commitment to organizing and empowering poor and marginalized sectors of society to gain access to adequate and affordable health care.

Ms. Conchita Masin is awarded the Bayi Citation for her exemplary experiences in community organizing and mobilization.

Ms. Luisita Zarsadias Esmao is awarded the Bayi Citation for her respectable transformative leadership style as a leader and organizer in the province of Quezon and in the national community of peasant organizations.

Ms. Bayang Barrios is awarded the Bayi Citation for her unwavering determination to affirm her indigenous identity and culture.

Special Bayi Citations 

Women of Newsbreak for their fearless pursuit of truth and their integrity and professionalism.

Women of Task Force Mapalad for committing their lives to the struggle of peasants to fight for freedom from landlessness and destitution and ultimately rising above violence, forced eviction and deprivation.

Women of the Subic Rape Case—Nicole and her mother for their courage and determination to seek justice; Atty. Evalyn Ursua for Zwinning justice for Nicole and for challenging the system that continues to violently batter the rights of women and our nation’s sovereignty.

Quezon City PNP District Director Col. Magtanggol Gatdula for his passionate stance against criminalization of women in prostitution.
