The Bayi Citation was conferred by the Institute of Politics and Governance (IPG) and the Barangay Bayan Governance Consortium (BBGC) to 20 exemplary women in politics and governance.
On the 30th of April 2009, the 3rd Bayi Citation is again conferred to 12 women leaders for their breakthrough experiences in participatory good governance and politics. Special Bayi Citations to this day have been awarded to remarkable practices of three groups of women, four men and a TV station.
PRES. CORAZON C. AQUINO. For being the first and only woman president that enjoys popular support up to this day. For sharing the power of the president which opened up the road to devolution and decentralization, which opened up spaces for women’s political participation at the local level. For her belief in participative governance and democracy and for her practice of consultative processes, collective decision-making, deliberation, and consensus building. For putting efficient delivery of frontline services on top of her governance agenda during her administration.
ATTY. LEILA DE LIMA of the Commission on Human Rights. For keeping her promise to end what she called “institutional cowardice” of the Commission on Human Rights. For her genuine concern for human rights and not by the need to prove her worth or to deodorize the government’s atrocious human-rights record. For courageous and unprecedented statements against disrespect and violation of human rights, and daring and impartial investigations of incidents violations of human rights.
DR. SYLVIA ESTRADA CLAUDIO, MD, PhD, of the UP Center for Women Studies. For having published a formidable quantity of scholarly work principally relating to issues of women and gender. For actively involved in and for helping establish various civil society organizations concerned with issues of health and women’s rights, such as the Medical Action Group (MAG), the Health Alliance for Democracy (HEAD), and the Women in Crisis Center (WCC), and Linangan ng Kababaihan (Likhaan). For holding a psychological clinic for women survivors of violence and other women with special needs.
SR. MARY JOHN MANANZAN, OSB. For being the pioneer of women studies in the Philippines and institutionalizing women’s studies and programs like the: social and women’s orientation in St. Scholastica’s College; Institute of Women’s Studies, Life-Long Learning and Wellness Center, Women and Ecology Wholeness Farm; e Benedictine Volunteer Program; and the Consortium of Women’s Colleges (CWC) and several other organizations and institutions.
MS. ZENAIDA “BRIDGET” HAMADA PAWID. For her undying and non-parochial commitment to the rights and issues of indigenous peoples. For her selfless struggle for respect and promotion of the rights and development of the indigenous peoples in the Cordillera Region for self-determination. For her constant defense and promotion of the marginalized/excluded women and community leaders in the Cordillera Region. For her steadfast advocacies for resolution of conflicts, restoration of peace, and genuine development in Mindanao.
MS. SUSAN FERNANDEZ. For being a champion of the cause of Filipino culture and music. For being one of the pioneers in the Filipino alternative music. For being the “Nightingale” of the Philippine progressive political movement. Her full and sweet voice makes her socially relevant songs including the feminist anthem, Babae Ka, overflow with conviction for the people’s struggles against oppression.
MAYOR MARIDES FERNANDO of Marikina City. For having the best GAD planning and budgeting practice (according to DBM – the only city that have actually developed and implemented a GAD Plan and Budget). For her remarkable achievements developing the environment, improving institutional capacity, promoting a culture of discipline, developing profitable local economic enterprises, improving urban housing program and public education and health.
DR. LARAINNE ABAD SARMIENTO. For her breakthrough engagements as a feminist leader within the women’s movement and local governance. A former Barangay Chairperson and now the Head/Director of the Sikap Buhay Entrepreneurship and Cooperative Office (SB-ECO), an anti-poverty program of the government ofQuezon City. As such she is significantly instrumental in developing an innovative social technology that mobilized resources of big micro-finance institution for helping poor women and urban poor communities to develop sources of livelihood.
Punong Barangay NIDA CABRERA of Bgy. Luz, Cebu City. For placing women, youth and the urban poor on top of the Barangay’s Development Plan and Agenda. For leading the Barangay to create the “Kwarta sa Basura’ which generate funds for the development projects in Barangay Luz. For facilitating resource generation by the urban poor to help the urban poor community develop their housing. For actively promoting reproductive health by through education and training programs.
ANA MARIA NGOLABAN, For having founded and led FORGE (Fellowship for Organizing Endeavors, Inc.). For her active involvement in FORGE’s RESCUE (Rescuing Sexually Exploited Children Under Eighteen) and Family Development programs. For leading and inspiring volunteers to serve the community.
FATIMA CABANAG. For having fearlessly fought for the rights and welfare of the Maligaya Park dwellers and other urban poor communities to land and housing. For being a hardworking leader who facilitates networks and linkages of their community struggle with the wider social movement struggles. For being a persevering social movement actor who steadily developed her leadership capability – from being an urban poor leader she became an elected village official (Barangay Kagawad).
PATRICIA EVANGELISTA. For choosing to write and talk about issues which are controversial but highly relevant to women and the Filipino people. For her sharp and coherent analyses of pressing social issues that contribute in raising public awareness. For being an example to the youth.
SPECIAL CITATIONS
DR. JUAN FLAVIER, special citation for being a champion of reproductive health and for institutional reforms he made in the DOH during his administration as DOH Secretary.
Q TV for its meaningful programs that empower women like Draw the Line
ALVIN DIZON for his pioneering work in mobilizing people and women’s participation in local governance and politics; he opened spaces for women and the urban poor in Barangay Luz, which facilitated the development of their capacity for claim-making as well as self-help (Barangay Luz has now become a model of good governance that put urban poor agenda on top of the development agenda of the Barangay Government)
RAULITO DATILES, Barangay Captain of Bagong Buhay, Project 4 for his model Solid Waste Management Project. Funds/income generated from the waste management project are used to provide services to the community, such as daycare centers, cheap/free medicines, etc.
